With the explosive increment of computation requirements, multiaccess edge computing (MEC) paradigm appears as an effective mechanism. Besides, for Internet Things (IoT) in disasters or remote areas requiring MEC services, unmanned aerial vehicles (UAVs) and high altitude platforms (HAPs) are available to provide services these IoT devices. In this article, we develop hierarchical framework composed HAPs UAVs, various applications. particular, problem is formulated maximize total data computed by platforms, restricted delay requirement multiple resource constraints UAVs HAPs, which integer programming intractable solve. Due prohibitive complexity exhaustive search, handle presenting matching game theory-based algorithm deal with offloading decisions from devices well a heuristic between HAPs. The external effect affected interplay different tackled externality elimination adjustment also proposed make best resources. algorithms analyzed extensive simulation results verify efficiency algorithms, system performances numerical results.
